Almost two years after a fatal crash in Hennepin County, a driver has been charged after an investigation reportedly showed he had been on his phone.

Jordan Thomas Land, 34, has been charged with one count of criminal vehicular homicide for a fatal crash that occurred in the early hours of Oct. 27, 2024.

On that date, a woman was driving her 2020 Ford Escape on I-94 near the Dayton Parkway exit when she hit a deer, disabling the vehicle in the left-center lane on the interstate.

The vehicle and its driver remained in this spot for six and a half minutes, with its hazard lights on, when a 2016 Mazda CX-5, driven by Land, struck the stalled vehicle, causing the woman to die, court records state.

At the time of the crash, Land was allegedly driving at speeds between 70 and 85 MPH.

Video that captured the crash reportedly showed the Ford with its hazard lights on, as well as other vehicles noticing the stalled car and moving out of the way to avoid it. According to court records, Land did not react to the impending crash until 0.133 seconds before impact.

After the initial crash, Land allegedly told investigators he had been listening to a podcast on his way to work and was unsure why the crash had happened.

However, investigators began to look into Land’s phone usage after an initial scan showed TikTok had been used on his phone recently. A detailed report allegedly showed that from 5:04 a.m., when Land got in his car, until 5:31 a.m., the time investigators claim the crash occurred, Land had been active on his phone while driving.

Land allegedly used Facebook, TikTok and Safari multiple times during his drive, downloading images, watching videos and Googling questions. Land was reportedly on the TikTok app from 5:16 a.m. until 5:31 a.m., after the crash.

At this time, Land is not in custody and has been ordered to attend his first appearance through a summons order on Aug. 10.
