Burnsville parents have been charged with alleged abuse

A Burnsville mother is charged with torturing her toddler after years of alleged abuse, starting when the child was one month old.

The child's mother, Karina Maria Burns, 27, and father, Colt Jonathan McNeese, 27, are both charged in the case. Burns is charged with two counts of child torture, five counts of 3rd degree assault, and one count of harassment. McNeese is charged with two counts of child endangerment.

According to Police officers were called to the home on June 4 for a welfare check. Officers saw a 2-year-old with bruises on his body and stitches on his forehead. The child was taken to the hospital, where a pediatrician said the bruises were from abuse.

Investigators spoke to both Burns and McNeese, court documents say. McNeese said he works while Burns stays home with the child and both lightly spank him as a form of discipline. Court documents say investigators also talked to neighbors and people who know the couple, and they described hearing a "constant level of chaos" coming from the home.

The criminal complaint ends by saying that McNeese threatened to call the police and told Burns to stop, but took no actionable steps to stop the abuse. The child has been removed from their custody.
